Just as human life is defined the man himself, the life of local community is defined by the community. Understanding this fact resulted in appearance of a new organization which have united administrations of small towns - Inter-regional association on social and economic interaction of small and medium-size towns of Russia "MUNICIPAL ECONOMIC DEVELOPMENT" (in abbreviated form - Association "MED").

According to article 3.1 of clause 3 of the Charter of the Association "MED", Members of the ASSOCIATION can be small and medium-size towns - municipalities of the Russian Federation sharing the purposes, determined by the present Charter and wishing to work together to achieve the above-mentioned purposes.

Procedure of joining is described in Regulations on enrolment with an Application form attached.

Members of Association have the right to get methodical, organizational and legal support of the Association. In practice it means, that advisers of the Association render municipalities assistance in realization of the developed strategy with a stress on local economic opportunities, mobilization of all possibilities, promote development of local business, improvement of investment climate and as a consequence - attraction of investments. Besides they represent towns in information medium by means of informative and communicative system "MED".

If necessary advisers can give the recommendations on updating of initial strategy. They will take into account geographical, historical and economic peculiarities of a concrete municipality, needs and expectation of the local community, market conditions, national and regional strategy of development. It"s an important fact, that the Association unites not just small and medium-size towns of Russia, but the whole municipalities these towns are part of. It means, that advisers take into account all variety of variants of the municipal structure therefore various methods of realization of strategy of municipal development are offered. Membership in Association means joint upholding of interests, it is the shortest way to mastering effective tools and mechanisms of realization of strategy of social and economic development.
